Walt Cartin represents a diverse range of health care providers, including health systems (for-profit, not-for-profit, and governmental), nursing homes, multispecialty physician groups, direct primary care practices, pharmaceutical companies, management services organizations, insurance companies, and a variety of other entities focused on the provision of health care supplies and services. In addition to providing general corporate and operations counsel, he routinely represents clients in both litigation and transactions, with a particular focus on mergers and acquisitions in the health care sector.

Walt leads Parker Poe's Health Care Industry Team, which BTI Consulting Group and Chambers USA have ranked among the leading teams in the Southeast. BTI and Chambers develop their rankings using in-depth interviews with top legal decision-makers.

In addition, Walt represents clients in state and local tax litigation. He has represented local governments and companies before South Carolina’s Administrative Law Court and Circuit Court. He has particular experience with property tax litigation, including all levels of appeal. Walt’s state and local tax practice is another example of his strength with administrative law issues, which are also a significant focus of his health care practice.

While in law school, Walt served as the senior articles editor of the South Carolina Law Review and as a member of the Honor Council. He received the Joseph O. Rogers Jr. Scholarship and, upon graduation, was awarded the Compleat Lawyer Award by the University of South Carolina School of Law Alumni Association.

Before joining Parker Poe, Walt served as a captain in the United States Army Infantry. During his time in the military, he spent more than a year in Iraq, leading combat and nation-building operations. He also served as a special assistant to United States Congressman Joe Wilson of South Carolina’s 2nd Congressional District.

Representative Experience

  • Represents clients on Certificate of Need matters, self-referral and anti-kickback analysis, false claims defense (in both qui tam and nonjudicial proceedings), medical staff issues, and mergers and acquisitions
  • Analyzes, reviews and prepares a variety of health care contracts and represents clients in hospital-physician contractual disputes
  • Provides day-to-day counsel concerning operational and regulatory issues for hospitals
  • Represents clients in HIPAA and privacy litigation, as well as in matters pending before the Office for Civil Rights
  • Assists clients in navigating state and federal regulations of the health care industry
  • Advises clients with business formation and general corporate governance matters
  • Advises health care providers regarding Medicaid and Medicare reimbursement and reimbursement from other third-party payers, including representing clients in audits and reimbursement disputes with third-party payers (governmental and private)
